- Bring 1 cup chicken broth and 1 cup water to a boil in a small pot. Add rice, cover, reduce heat, and cook until tender. Remove from heat and set aside.
- Heat olive oil in a medium cast-iron skillet over medium-high heat. Add garlic and cook 1–2 minutes until fragrant.
- Add onion and sirloin, sprinkle with garlic salt and basil, and cook 2-3 minutes, stirring often, until beef is just browned.
- Stir in sun-dried tomatoes and their oil. Cook another 3 minutes.
- Reduce heat to low. Add remaining 1/4 cups chicken broth, garlic powder, and butter. Stir and simmer 1–2 minutes.
- Spoon rice into a serving dish. Top with beef mixture. Sprinkle with parmesan, crushed red pepper, and parsley.
